The STOPE View:
  • Provides a structured view of the scope of the targeted Strategic Entity (SE).
  • The view involves five integrated domains essential to all SEs.
  • These domains are:
    Strategy; Technology, Organization, People & Environment

S: Strategy. The strategy of a SE would have following

  • Vision, mission, values, goals to achieve within a specified time scale.

  • Achievement directions from current state to targeted state.

  • Achievement support: implementation plans & projects.

T: Technology. The SE technology would have have the following

  • Common technology for all SEs: the cyberspace.

  • Technology tools: related to the targeted SE functions & activities.

  • Technology production: related to the targeted SE deliverables.

O: Organization. The SE organization would have the following

  • Its own internal value chain: primary activities & support activities.

  • Its external value system: working with others.

  • Its input, output & performance state.

P: People. The SE people would include the following

  • The SE stakeholders, brains, & arms 

  • Collaborators & competitors.

  • Customers.

E: Environment. The SE environment would involve

  • Work environment requirements: real & virtual.

  • Culture, regulations, standards.

  • Risk and business continuity.

 STOPE in Action considers:
  • Identifying, developing (& reporting) performance measures, and targeted benchmarks, for the SE, based on STOPE. 
  • Investigating (& reporting) the current state according to STOPE. 
  • Planning (& reporting) the future state according to STOPE.
  • Analyzing (& reporting) the gape between the current state and the future state.
  • Considering quality, innovation & continuous development. 

Performance Measures & Benchmarks involves:

  • Basic measures: Effectiveness; Efficiency; Agility; & others

  • Quantitative & qualitative measures.

  • How to measure, organize (& report): indicators & indices.  

  • Benchmarks: targeted outcomes (should be achievable)

Current State should be

  • Investigated accurately with measures.

  • The investigation should evaluate the current state considering its: Strengths; Weaknesses; Opportunities; and Threats including risk analysis (SWOT). 

Future State should be

  • Achievable within the specified time scale.

  • Related to targeted benchmarks.

  • Considering priorities.

  • Approved by the authorities.

  • Having champion(s).

Development: with quality & innovation using Six-Sigma development cycle

  • Define.

  • Measure.

  • Analyze.

  • Improve.

  • Control.
